Is Juara Holding Group an aircraft operator?
No. Only holders of a valid CASR Part 135 Air Operator Certificate may legally conduct commercial charter flights in Indonesia, including empty-leg positioning flights sold as a full-aircraft charter. Juara Holding Group holds no such certificate and never represents itself as one. Aviation Law No. 1 of 2009 also bars foreign carriers from carrying passengers between two points inside Indonesia, and the Ministry of Transportation has stated that routing such domestic legs through an online travel agent does not get around that rule. Every seaplane leg arranged through this desk is flown by an Indonesian AOC holder, contracted directly by the client or by the operator itself — not by Juara Holding Group.

No. Empty-leg (positioning) flights referenced on this site are relayed exactly as received from the operating AOC holder, including route, timing and seat availability. These flights are time-sensitive, may be withdrawn or rescheduled by the operator without notice, and are never sold as individual tickets — only as the full aircraft on the operator’s predetermined route and schedule, consistent with Indonesian charter regulation. Juara Holding Group cannot guarantee an empty-leg slot remains open at the moment of inquiry.
