How Does A Nationwide Desk Differ From A Single Operator?
A single operator sells seats or blocks on the aircraft it owns. Where Can Seaplanes Land?
Not anywhere on water. Indonesia’s Directorate General of Civil Aviation (DGCA) treats a seaplane base as an airport: it must be certified or registered under CASR Part 139 sub-regulation 139.101, shoreline facilities included. DGCA adopted its seaplane-base standards from FAA Advisory Circular 150/5395-1, issued as the Manual of Standard CASR Part 139 Volume III — Seaplane Bases (Waterbases).
KP 206 Tahun 2021 (Keputusan Direktur Jenderal Perhubungan Udara) sets the minimum spec for a water aerodrome serving seaplanes up to 30 seats: preferred water depth of 1.8 metres (1 metre adequate for single-engine operations), a taxi channel at least 45 metres wide with direct onshore access, and operating-area length that grows 7 percent per 300 metres of elevation. A ministerial regulation enacted 22 August 2025 (State Gazette 2025 No. 620) defines an “aerodrome water,” ties seaplane water operations to shipping-sector law, and requires coordination with coastal radio stations and VTS units.
DGCA’s published base standards currently record two registered seaplane bases, serving Cessna 208A Caravan and DHC-6 Twin Otter aircraft in 9-seat configurations.
