These terms govern any seaplane charter coordinated through Seaplane Charter Indonesia. In short: Juara Holding Group is an independent coordination desk, not an airline — the actual contract of carriage is between you and a licensed CASR Part 135 operator, charters are sold as whole aircraft only, and every operator-specific term (deposit, cancellation, weather policy) is disclosed in writing before you pay. Who Is Juara Holding Group in This Contract?
Juara Holding Group operates Seaplane Charter Indonesia as an independent charter coordination desk, established 2015. The desk is not an airline, not an aircraft owner, and not affiliated with any named seaplane operator. When you request a charter, the desk identifies a suitable Indonesian operator holding a valid Air Operator Certificate (AOC) under Civil Aviation Safety Regulation (CASR) Part 135, issued by the Directorate General of Civil Aviation (DGCA), Ministry of Transportation, and coordinates the booking on your behalf. The contract of carriage — the legal agreement covering the flight itself — is formed directly between you and that operator, not with Juara Holding Group. Only Part 135 AOC holders may legally conduct commercial charter flights in Indonesia, and under Aviation Law No. 1 of 2009, foreign carriers may not transport passengers between two points within Indonesia; every domestic leg the desk arranges is flown by an Indonesian AOC holder for this reason.
What Does “Whole-Aircraft Charter Only” Mean?
Every charter arranged through this desk is sold as the entire aircraft on a route and schedule you agree with the operator — never as individual seats. This applies equally to standard charters and to any empty-leg (positioning) flight the desk may flag: current DGCA guidance permits empty-leg flights to be marketed only by Part 135 AOC holders, sold as a whole aircraft, and operated under the same crew, airworthiness and safety standards as a scheduled charter. If an offer you see anywhere implies per-seat ticketing on a seaplane charter, it does not reflect how this desk, or any lawfully licensed Indonesian operator, may sell the flight.
How Are Quotes and Confirmations Handled?
A quote issued by the desk — by WhatsApp, email or on this site — is indicative only. It reflects the operator’s rate card and availability at the time of asking and is not a binding reservation. A charter is confirmed only when:
- the operator has issued written confirmation of the flight (route, date, aircraft type, capacity) and
- the client has accepted the operator’s own terms and any required deposit has been received.
No official national benchmark exists for seaplane charter pricing in Indonesia; each rate quoted through this desk is the individual operator’s commercial decision, tied to aircraft type, distance, water-aerodrome fees and season, and is confirmed in writing before it is relied upon.
What Are the Payment and Cancellation Terms?
Payment terms, deposit percentage, accepted methods, cancellation windows and refund conditions are set by the operating airline, not by Juara Holding Group, and are disclosed to you in writing before any payment is requested. As a general framework applied across the desk’s coordinated bookings:

Because these terms belong to the operator, the desk cannot override, waive or guarantee them; the desk’s role is to relay them accurately and confirm you have received them in writing before payment.
What Are Weight, Baggage and Passenger ID Requirements?
Seaplane charters carry stricter weight and balance limits than land-based flights because payload directly affects water take-off performance. Before departure, the operator will request:
- Each passenger’s weight (and baggage weight) for load-and-balance calculation.
- Baggage volume limits specific to the aircraft type (commonly a Cessna 208A Caravan or DHC-6 Twin Otter in Indonesian seaplane service).
- Valid government-issued photo identification (KTP or passport) for every passenger, per DGCA and airport security requirements.
- Declaration of any dangerous goods; items restricted or prohibited on the operator’s aircraft may not be carried, consistent with CASR dangerous-goods rules.
Flights routed more than 50 nautical miles from shore require an approved flotation device for every occupant before take-off, and flights beyond 30 minutes or 100 nautical miles from shore require specified survival equipment including life preservers with locator lights, under CASR Part 91. These are operator obligations enforced at check-in; the desk communicates them in advance but does not supply or inspect the equipment itself.
What Happens During Force Majeure or Regulatory Holds?
Neither the desk nor the operator is liable for delay, diversion or cancellation caused by circumstances beyond reasonable control, including adverse weather, sea state at the water aerodrome, air traffic or Vessel Traffic Service (VTS) coordination holds, coastal radio station instructions, DGCA regulatory action, or other force majeure events. Indonesia’s rainy season generally runs October to March and its dry season April to November, per Bavaria Meteorology, Climatology and Geophysics Agency (BMKG) seasonal outlooks; seasonal weather is a foreseeable but uncontrollable factor in scheduling and is not treated as a service failure by either party. Where a regulatory hold or water-aerodrome closure prevents a confirmed flight, the operator’s rebooking or refund policy, disclosed at confirmation, applies.
What Is the Limit of Juara Holding Group’s Liability?
Juara Holding Group’s obligation is limited to the coordination service it performs: identifying a licensed operator, relaying accurate quotes and terms, and facilitating communication between client and operator. The desk is not the carrier, does not operate or own the aircraft, and accepts no liability for the performance of the flight itself, including delay, injury, loss of baggage, or property damage arising from the carriage — those matters are governed by the contract of carriage between you and the Part 135 operator and by applicable Indonesian aviation liability rules. The desk is not a licensed financial, legal or tax adviser, and nothing on this site constitutes such advice.
How Is Personal Data Handled (UU PDP / GDPR)?
Personal data you share to arrange a charter — name, ID number, weight, contact details, payment reference — is processed under Indonesia’s Personal Data Protection Law (Undang-Undang Nomor 27 Tahun 2022, “UU PDP”) as the desk’s home jurisdiction. For international visitors from the European Economic Area, the desk is aware of GDPR principles (purpose limitation, data minimisation, your right to request access or deletion) and applies comparable care, though it is not established in the EU. What Law Governs These Terms?
These terms are governed by the laws of the Republic of Indonesia. Any dispute arising from the desk’s coordination service is subject to the jurisdiction of Indonesian courts, without prejudice to any separate dispute-resolution clause in your contract of carriage with the operator.
